When the car is turned off and sitting it appears like it has brakes then when I'm rolling the pedal sinks to the floor. Brake fluid is topped up no visual leaking fluid from a possibly severed brake line.....any ideas?

So when its off you have pedal pressure but when the car is on you dont? If thats what your saying then I would bet that your brake booster is bad.

ok brake booster I'll check that out it's just like their air in the lines or something but I think once when it was parked the pedal did sink but usually it dosn't while parked.
