Default mystery plug w/mystery jump

This is near the fusebox on my 91 Civic Hatch std, is it supposed to be connected to anything and why has it been jumped?

Hopefully it goes without saying that, upon discovering this, I carefully searched for a possible place for it to plug into and didn't find one. My first instinct was to yank the jump out, but, since I don't know wth the thing is for in the first place, I just left it in there.

i think thats your clutch start relay. the jumper is probably so you can still start the car w/o pressing in the clutch.

Yes, that is the connector for the starter relay.

The wire colors are 2 blk/wht, 1 Blk/Red, and 1 Blu/Blk.

The jumper allows the car to be started without the clutch being depressed and the need for the starter relay.

Yea that's it. It appears my starter relay is missing entirely.
