had same problem bad wiring. There is a ground output from the ecu to the main relay that is making it buzz i had Rywire try and help me trouble shoot.I ended up replacing the cabin harness and ordering a plug and play harness from Rywire. Works perfect now.

turns out my buddy that was helping me put that ground that supposed to go on the thermo on the tranny.
took it off, put it on the thermo where it belongs and it seems to be fine now.

A lesson....
My wife said that our '91 Civic was overheating. I took out the thermostat, tested it, found it to be bad, and replaced it. Left the car sitting for the two weeks we had record cold this winter... subzero at night for a couple of nights, and generally cold the rest of the time.
Then tried to start the car.... turned over well enough but wouldn't start. Couldn't find anything under the hood; looked on-line for ideas. Ripped back the carpet, checked the error code: 16 flashes, fuel injectors. Damn. Or main relay. Damn
OK....looked for main relay but took out the signal light relay. Nothing. Then took out the defroster relay. Nothing. Then found the main relay. Cussed like a ***** getting that thing out! Popped it open and re-soldered the dry connections I found. COOL! Fixed it...Right? WRONG.
Bought a new relay. $50. Bought a new battery, too... $90. Put everything in. Same thing. Car wouldn't start. New relay buzzing. Error code #16. Go back to the internet with new key words: "new relay buzzing". Read about mis-connected grounds... like the one on the thermostat.
Go back under hood and find loose ground on thermostat. Tightened it up and car started just fine.
Don't be a knucklehead.... re-connect everything.

Re: main relay making buzzing noise and wont start
I am have this problem now, what ground ground could cause this because everything else works. I was driving my 2001 CRV down the road when the engine shut down. After coasting to the side of the road, i placed it in park and cranked the engine but it would not start. I tried it a few times but it would not start. Then i would turn the key to the ON position a sound would come the glove box, and in the start position it would not crank. So i had it towed home after some research it thought it was the main relay. So the new relay makes the same sound, and it will not crank. .... But if unplug the main relay it will crank, but of course not start. TOTALY CONFUSED !!!!!!! if any ony has a clue i would try it.
