1990 Honda CRX HF stick shift - standard
Fuse number 12 burns trouble shoot
The fuse number 12 with amp 15 gets burned when I try to start the car.
The car doesnt crank over. I figured it is the solenoid, or starter... but the fuse burns.
The car is pretty much all taken apart. It was going to get a paint job, then somebody busted the ignition cylinder in order to take the car, but it had a kill switch. After that we couldnt start the car. So, I remove the kill switch, and replaced the ignition cylinder from a 1991 civic.
I am trying to trouble shoot and figure out why it doesnt start.
fuse number 12 - it should be integrated control unit, hatch light, dome light, ignition switch, clock, radio, cigarette lighter.
Since the dash is removed there isnt a clock, radio, cigarette lighter, and dome and hatch light is also taken out.
Trying to figure out if there is a short somewhere... is it possible that it Is a relay issue?
What is the best way to trouble shoot?

Thank you for your input. It doesnt burn the fuse all the time. I think there is a short in one of the wires. The battery is also bad, and I also think the starter is bad. I am going to try another battery, and replace the starter... and take it from there.
