damn emissions!!!
I failed the first emissions test with these readings :
HC 3.47 standard .80
CO 49.7 standard 15.00
CO2 298.1
I had a new cat put on and made sure the fuel system is running at stock psi. Took a retest and this is what I got.:
HC 3.74
CO 31.2
CO2 347.1
I have a b16a1 with stock fuel pump, new cat. Does anyone have any ideas on what I can do to pass. I'm going to try and change the O2 sensor but I'm not sure if that will be enough.

change oil change pcv valve, egr valve...and run it on high octane fuel.....makje sure then car is nice and hot for the etest i would change the O2 at the same time too

are you 100% certain that your cat is BRAND NEW?
because a new cat can make just about anything pass.
and yes, replace your o2 sensor if it hasn't been done in a long time.

Man, i had hell of a time in ILLINOIS, strickter than CA in emissons with my CRX b16a swapped. I tested 5-6 times failed twice as badd as you. I checked everything under the sun, replaced O2 sensors, Cat, new exhaust etc. Turns out, th wiring for my Primary O2 sensor was shorted out, and was causing a real bad air fuel mixture so i was running hella fat. Ran new wires dirrectly from O2's to ECU pinout locations, went and tested and passed with flying colors. Check the wirng from O2 to Ecu with voltage meter, i think it is milivolts, Should have a reading # and se it changing, as long as it is suggested volt range and you see those #'s changing, they should be working OK, Just my 2 cents? Worth checking. You can also add a little methanol into your gas, it will burn cleaner. But not the greatest thing for injector O rings, and seals, High hydro carbons is unburnt fuel which io believe means you are running rich. So id check the O2 sensors!

I replaced the pcv, which I had a hell of a time getting the old one out. It just broke in pieces and the bottom half was stuck in the gromett. Anways, I had a fuel injection cleaning at lube pro's done and had them change the oil. Where can I get a cheap O2 sensor. I tried autozone and they said it was like 300 bucks. I have a b16a1, so I just told them I needed an O2 sensor for a 99civic si.
I'll try that sea foam stuff if this doesn't pass. Where do I get some of that though?

judging by your name and the forum we're in, you have a crx, and you just said you have a b16a1. If you're running a JDM pr3 ecu, you have two o2 sensors.
I'm not really clear why you asked them for a 99 civic si o2 sensor?
you need the o2 sensor for a 90-91 integra; much less expensive.
$40 at Advance Auto.
EDIT: never mind about that pr3 ecu thing. You can still possibly have only one o2 sensor( I still do in my integra w/ b16 swap )
the pr3 has two inputs for o2 sensors since the jdm header is 4-2-1, but I'm sure you know how many o2 sensors you have.

High HC normally means you arent burning all the fuel. You might want to lean out the fuel just a tad.
You can also run denatured alcohol in the tank. I passed with flying colors using 1quart with about a quarter of a tank of 93 octane gas.

I don't know what else I can do to fix this. The CO actually went up from the last test. I think the O2's are wired opposite of the picture above. I'm going to switch it around, but the emissions place said something like I can only have a retest if I have a certified mechanic work on it. I'm not going to spend over $450 bucks to get a waiver. I'm thinking of filling out the form saying that the car is inoperative and just keeping the car in the garage. Its not my daily driver anyways and I plan on working on it to make it decent enough to take to a couple car shows. That way I can get the show car insurance and not have to worry about emissions since show cars are exempt.
Does anyone have any suggestions???

I switched the wires and took a retest. The numbers went down a little bit but I still failed. Here are the results.
HC = 1.33 std=.80
CO = 22.3 std=15.0
CO2=307.0
Does anyone have any more ideas on how to pass the emissions? Or is anyone a certified mechanic in IL that can make a receipt for me saying that I spent more than $450.00 ??

I had a weird setup for vacuum lines... where the idle fluctuates. The motor ran lean this way and I passed with flying colours.

i seen ur from the states, up here in canada u can go to Canadian Tire, they have this stuff called SURE TO PASS, my buddy;s Teg failed everything horribly, so we put high test in her and a can of this sure to pass, drove the car like a mad man before puttin her on the dyno, passed with flying colors, they promise to pass or double your money back, i recommend this stuff to all my customers who fail that stupid test, 1 only failed and they doubled is money back, but the car ending up sitting for 4hrs before the test so it didnt get warmed up, try it out man, for $10 bucks you cant go wrong

oh yeah, if you put a cat on it, make sure you drove it at least 500km before the retest, cat's are totally inefficient for the first 500 at least
