Default D15b7 paired up with d16a6 harness and d15b1 trans, possible?

I'm selling a '90 Si roller to a friend with a '90 DX drivetrain that has a bad motor, and throwing in an Si harness(I swapped the Si gear to my '90 dx, and the dpfi>mpfi conversion utilizes the dx harness). He needs a DD quickly, so I'm trying to figure out what options he has based on what type of parts are for sale locally from friends.

So far, all I have been able to find is a d15b7 motor with no trans, pretty sure it has the harness. Can my friend run that motor with the d16a6 harness and d15b1 transmission/axles/etc? Does he HAVE to do an obd-1 conversion, or is there a way to run this as obd-0 to speed up the process of getting this car on the road as a reliable DD?
