Default CRX H&R coilovers - anyone?

I posted this in the suspension area a while back, but no real reply.

Once upon a time, long long ago, I installed ITR rear LCAs . no problems there.
Obviously those LCAs are not compatible with stock Civic struts so they were paired with a set of CRX H&R adjustable coilovers.
I went for a lowered look with about 2 inches to the ground- all went well again.

Car got parked for about 5 years and junky H&R springs sagged in the front (weird because the front was up on jack stands for a couple of those years).
Tucking about 3 fingers and full contact fender rubbing when driving up the street.
So I replaced the springs with Eibach's.

While replacing the springs and the struts out of the car, I adjusted the sleeves up until the spring was held firmly between the upper and lower perch.
Then I tightened it up about 2 full turns for a little preload.
Problem - I was hoping for a few inches more height, but I can't get the car any higher.
I got the car back up to it's 1 finger tuck stance, but I looking to get a finger gap.

I'm thinking that if I continue cranking up on the lower perch that it's going to just preload the spring more and not lift the car.
Am I right?

I'm even willing to consider swapping out for new coilovers.
Is the stock CRX suspension really lower than Civic and I need to look into replacing with JDM Civic or ITR coilovers? .. or is the H&R CRX package low to begin with and I should be fine with some other brand?

Ok... anyone know if swapping a stock CRX suspension onto a hatch automatically lowers the hatch?
I don't think it would... just making sure.

I have no first hand experience with interchanging between hb/crx, but I wouldn't think that the suspension would be any different.
