checkengine-no code/no start

Default checkengine-no code/no start

anybody experience this.
Im helping my friend out, on his car(91 civic dx sedan d15b dualponit setup,) you turn the key to start the car, normally all the lights come on and go off, but the check engine stays on, doesnt throw any codes and they car will not start, he later toldme the car compartment was flooded with water, im thinking that ecus done.
Any body got ideas or solutions?

got a good battery, good alternator, put a good distrubitor cuz he originally told me it died while driving so i thought it was the igniter (nospark) from experince.

my car that happened once, checkengine stayed on, i clicked the key on and off till the light went off then the car would start but his is permanently on.

The ecu is definitely done. Just go out and see if you can get another one from a junkyard.

check the ground on the thermostat housing!

like they all said check grounds first, from there try a new ecu.

ok, thanx to all those that responded. i will do that check the grounds, i shouldve did that in the first place, then the ecu.
