Car DOOWN!!! MSD/AEM Igniter Problems... Fuel pump not working. Won't start.

Car DOOWN!!! MSD/AEM Igniter Problems... Fuel pump not working. Won't start.
I have a 1988 CRX with a 2000 GSR Swap. It has an MSD Coil and Dizzy. I also run an AEM F/IC and a Spoon Chipped P28 ECU. I pulled the plug wires off of the dizzy twice and it shorted out and died each time (BAD ADVICE, Don't ask). Now the car is dead and won't start. I checked the Coil, Igniter, and Main Relay. All were bad and all were replaced. Now, I noticed that the fuel pump won't kick on. Checked the fuel pump connector while disconnected. KOEO, I get 5.75 volts. While connected, I get 2.75 volts...(why the drop)?? I rechecked the main relay harness. KOEO, I get full power at the # 1, 3, 5 & 8 terminals, but I get nothing at the 2, 4 & 7 terminals!!! Wassup with that?? I rechecked the new main relay, it tested out good. I manually grounded out the fuel pump, still It won't kick on. I have checked and replaced all the fuses under the hood and under the dash. What the heck?
I have yet to check the AEM F/IC... I don't really know how to check it? Besides, I'm kind of afraid to...those things run in the neighborhood of $350!!!! OUUCH!!!!
