Another question I had was if I'd even be able to get the car registered at first. Since it's a car from out of state I'd have to take it to the DMV to get it registered right away right?

you need to call up dmv in sacramento and ask these questions...if not start seaching through the dmv website for many of the questions you might also have...as for the bar'd part call up a local ref station and ask them what you might need to do...were not Father Dollar at the Los Angeles Mission who can just hand out the answers to all your questions...!!!

Talked to the REF, looks like you're good to go as long as you put USDM emissions on the JDM block/head.
He said that if i wanted to get something specific in writing, look up EPA Guidlines.
I asked if i could put a jdm b18 in a 91 civic. He said yes, if i used obd1 USDM IM/EM, and ALL sensors, including catalytic converter, ecu, and it has to LOOK exactly the same as a factory engine set up sitting in an obd1 integra.
So i hope this helps out a little bit...also, he said you could legally put a k24 if you wanted, but have to meet obd2a/b standards, with the plug, and evap standards.
He said that if i wanted to get something specific in writing, look up EPA Guidlines.

anyways, i made an appointment for the bar station near me (pierce college in the san fernando valley) for next week thursday. JDM motor or not, i just want to see what i need in order for me to pass. you get 3 tries on $40. i can spare 40 bucks lol.

I called the DMV earlier today and they said as long as the car is registered in another state all you would have to do is smog it and you're good to go.

so in April 2009 they changed the law to say we cant bar JDM motors.. now we can?
that pisses me off.. I just sold all the **** I was going to bar with last week.. Bummer for not doing my research I guess.. but i thought once they changed the law they would never allow it again.

idk bro,A smog tch posted in another thread back in 09 saying that he talked to HIS friend who is a REF and he said they werent gonna let them pass anymore, but them a kid reposted in 2010 saying he just bar'd his JDM H22 so idk............... I guess it depends on the ref now? it seems like as long as we have USDM equip. we still have a chance?

YES YOU CAN STILL REFF/BAR JDM MOTORS..............MY FRIEND JUST BAR'D AN OBD1 JDM B16 IN HIS REX JUNE 11 10...HERE IN SAN DIEGO CALI..............HE USED THE USDM DEL SOL B16 P30 INTAKE MANI AND ECU WITH THE JUMPER HARNESSES....PASSED FLYING COLORS 1ST TIME..........CLEAN SWAP.......ALOT OF PEOPLE SAY YOU CANT BUT I TALKD TO THE REFF AND SAID ALL THAT IS B.S..........................
