Code 9 is the cylinder position sensor. It's in the distributor. That would explain the miss.

Try a new distributor! Make sure that the distributor matches the ECU. If the previous owner did an OBD0 to OBD1 conversion then it should be running a P28 with the OBD1 distriutor. If it's running with the stock OBD0 ECU (PM6) and a vtec controller or RPM switch to activate the vtec, then it should have a MODIFIED OBD0 distributror on it. Moddified? yeah... take a look at it... make sure it's modded. The 3 "ears" on the 88-91 Si distributor do NOT line up correctly to the Z6 head. 2 of the "ears" must be radically notched out to allow the bolts to fit in.

You can usually find a used OBD0 distibutor for about $50-$100 depending on who you get it from. OBD1's normally run $75~$150 used.

If you look into it, you can find places that rebuild distributors for about $75.

That helps a lot. the car dose have a pm6 ecu and the distributer bolts don't line up correctly. And it has a vtec controller. So he has to get a obd1 distributer and a p28 ecu right? What cars do those parts come from?
Could he just disconnect the vtec controller to fix the problom untill he gets the right parts?

Thanks
