The bulb or the whole housing?
Bulb = Unplug, Twist, Replace
Housing... Remove bumper/support then 2 screws up top 2 screws in the front bottom of the housing and it comes right out.

If you search you should be able to find it. I had a pic that was the honda service manual showing how to take the bumper apart but I can't find it.
Basically.....
Bumper...
1. Take out/disconnect bumper lights.
2. Take out/disconnect corner lights.
3. Unscrew the huge phillips head screws from under each side corner light.
4. Unscrew the 2 phillips head screws in the front of each fender well.
5. Unscrew the 2 10 mm bumper support bolts that were behind each bumper light.
(Bumper should come off)
Headlight Housing...
1. Unplug Headlight Bulbs.
2. Unscrew the 2 10mm bolts from the core support/top of the headlight.
3. Unscrew the 2 10mm bolts from the front/bottom of the headlight housings.
(Headlight Housing should come off)
If after removing the bumper hardware it won't come off there could be some little fasteners of some sort in the bumper grill. These are not reusable just cut them off and discard them and don't worry about trying to replace them.
That should be about it, if anything doesn't go according to plan and you need help lemme know. I may have missed somthing... After all when I went to take my bumper off i found the cover was held on by 2 screws (one in each fender well) and was completely seperate from the bumper support. Then the bumper support was held in by 2 bolts. ANYHOW... Good Luck

its pretty simple as stated before...
to take the bumper off:
1. undo your turn signals (in the bumper)
2. unscrew the 4 screws (2 on each side of the bumper) on the front of the wheel-well
3. remove the 4 bolts (again 2 on each side of the bumper, in front his time) holding the bumper in place which are found where your turn signals used to be.
p.s. just thought i'de mention the 4 bolts are 12mm...i remember wierd things.
once you get the bumper off you can see all the hardware holding the headlight assembly in place

yes and no, the black outer bracket piece from a 90-91 EF will not work in an 88-89 EF. However if the only damage to your old headlight was the inner light itself, you can take it apart and put the new light into your old bracket and it will be the same.

Thanks for all the tips! Just did all that today. You are a big help in the dis-assembly. Scrubbed the old reflector with steel wool and then painted it with chrome paint. The chrome paint looks pretty good, resealed the light with outdoor grade silicon after scraping all the old crud out.
