Default 88 CRX with 91 motor running rich

Newbie here - Got a question.

We have an '88 CRX. The motor fried so we obtained a motor from a 91 civic (identical B15D2). Changed the head gasket and water pump (pump rotor had failed) and installed the motor and it seems to run great ....except that it appears to be running very rich. Gray foul smelling smoke under heavy throttle. Definitely not oil or coolant. Also the plugs are fouling. The old motor did not do this. It also feels low on power compared to the old motor.

I have checked every sensor, they all seem OK. No codes on the computer. The 02 sensor is connected and disconnecting has no impact. I have some basic questions:

1. Is it possible that there is some difference from the 88 - 91 motors that I am missing?
2. There is some kind of device behind the throttle body with two vacuum lines, it looks like a solenoid. The vacuum lines, one goes to what I believe is the dashpot, and the other to the air box on top of the injector body - is this correct?
3. There is a soleniod next to the MAP sensor. Is this supposed to take vacuum from the throttle body and send it to the charcoal cannister? I noticed there is a nipple on top that is blocked off...for testing purposes maybe?

I have been through the factory manual making checks but found no clues. Any ideas much appreciated.
