Y7 swap into 92 civic complete but wont run. any ideas??

Y7 swap into 92 civic complete but wont run. any ideas??
Using OBD1 ECU with OBD2 wireing harness. The car ran before with a6 block and vtec head so we know the car will run but think were just missing something. All wires and sensors seem to be in the correct places and grounding is also complete. The motor is getting spark and the starter tries to start the car but the crank pulley does not turn. Any ideas??

we never removed the timing belt when we put the new motor in so it should be in correctly
