if activation of vtec is your main concern just buy a vtec controller

if you want a good ecu for the B18C1 (GSR) just get it dyno tuned and change the VTEC crossover accordingly.

either a VTEC controller or if you are OBD1 get it chipped and use Uberdata (lot cheaper than the VTEC controller.)

if his motor is a GSR then get the P72 ecu(assuming he has the stock intake manifold)

Stock IM needs a stock P72 ECU with the butterfly controls, or a echipped one that still has provisions for the secondary butterfly controls.

I am a firm believer that if you have the dual butterfly IM, then you should retain the ECU controls for it too.
