Hmmm,
I would think they would turn on with the lights. Are you using USDM bulbs or JDM bulbs? They're different...the USDM bulbs have two contacts where the JDM bulbs only have one...or is the the other way? I can't remember but I know they're different. That might explain why you're not getting juice when you turn on your lights. I learned this when I put in JDM side markers on my USDM hatch and tried to use the JDM bulbs...no go.

Re: wiring jdm corners?
It should be both wireing and bulbs.
US marker/signal lamps use a dual filament bulb. JDM turn signals only need a single filament bulb. Additionally, the marker filament needs to be disabled when blinking, which means you can't just wire the front marker lamps in parallel with the rears, some control circuitry will be needed.

Re: wiring jdm corners?
im pretty sure you will need the usdm connector aswell since the jdm connector only has a 2 wire and usdm has a 3 wire.
usdm wiring uses 3 wires. red(constant power), green(blinker), black(ground)
jdm wiring 2 wires. red(constant power), black(ground)
usdm wiring uses the green wire to cut power making the light blink as in the jdm wiring the black wire does.
just head to the junk yard and come up on 2 usdm connectors. cut the jdm connectors off and connect the one way see if it works. if not just keep playing with it. im pretty sure you'll get it sonner or later.
