Re: some questions
As Jimmy pointed out, thread titles MUST be subject specific. As you are relatively new, I edited your title.

Regarding the wipers question, there is a park motor built into the wiper motor. The park motor is controlled by the integrated control unit. So the wipers may not park properly because the motor or integrated control unit is bad or because the wire running between the two is bad. My guess would be that the motor is bad, but you need to test it.

I know there's an update for some '96-'00 Civic wiper motors. They return switch breaks within the motor. My solution was to replace the wiper motor and I've never had problems in the last 3-4 years now.

For just the pump, I think you'll need a bracket for the pump from the B16a2. I'm pretty sure it's the same story with A/C. However, if your Civic doesn't have PS, you'll need the PS rack from either a Civic or Integra. The Civic swap is fairly straight forward, but the Integra rack is a better one to get as the turning ratio is better than the Civic rack. You'll need more stuff from the donor Integra though (coupler, subframe, etc).
If you really wanna do something cool, get an MR2 electrical PS pump. They're $$ though and you'll have to do some custom lines, and you'll need to have the rack and other stuff on top of it. But it's a popular upgrade for those that don't want to take the hit in HP that you get from a belt-driven PS pump.
