Windshield Wiper troubles

Windshield Wiper troubles
I know this isn't Honda specific but I'm sure it can be answered here. My windshield was iced over the other morning. I tried turning on the windshield wipers and the left on got stuck. Now I'm having problems with that same one not going up at all...The right one overlaps it and keeps it from moving. So I have one wiper working and one not. I know I could probably easily find out how to fix it but I figured it would be easier to just get a quick answer on here.
Thanks

It still won't work though. It seems like it's not going up fast enough before the right one overlaps it. But when I pull it up, it'll work. So I really don't know what to do.
