Default Windshield Wiper Issue

I have a '98 Civic EX and it appears the windshield wipers have developed a mind of their own. They are constantly on regardless of the switch position. I replaced the controller switch assembly and that did not solve the problem. Anyone have anything like this happen? Any suggestions on what to try next?

Is the motor running at high or low speed?

Use your multimeter to check for a short to ground on either the BLU/YEL wire (high speed) or the BLU wire (low speed) running between the motor and switch.

Then check for a short in the BLU wire.

Great. An electrical problem. If there is a short in the wire, what is the solution to that?

Tape or replace the damaged portion of the BLU wire that is causing the short. Also consider that the short may be occurring at either end of the BLU wire (i.e., in the motor connector or the switch connector). Therefore, inspect the BLU wire terminals in the connectors for damage.

There appears to be 3 blue wires in the wire bundle. One has a thin yellow stripe and the other two have gray dots on them. Which on is the low speed wire?

Coming from the wiper motor, right? You should see three blue wires: BLU/YEL (thin yellow stripe), BLU/WHT (thin white stripe), and BLU (solid blue no stripe). You want the BLU wire.

The BLU wire is attached to terminal 2 of the wiper motor connector:

The BLU wire then attaches to terminal 1 of the 8P connector for the wiper switch:
