Will putting smaller rims make me have more "umph"?
I have 17x7s on my 95 civc w a d16z6... and i was wondering if i put a smaller rim that is alittle lighter (16's or 15's) will my car actually pick up faster?

Well assuming you keep your overall diameter the same, I don't think so. Unless the rim is really noticeably lighter you really won't notice any more "oomph." The only thing a lighter wheel would do unless it's drastic would reduce unspung weight IMO.
But yeah, if you're only going a size smaller I doubt any noticeable difference.
The rubber you choose, if you have traction problems, will obviously make a difference.

a smaller diameter tire will change your gearing. a lighter tire/wheel combo will allow more power to be put to the ground instead of lost as drag on the rotating assembly.

i think you can feel the power
had 99 gsr blades on and put some hx's on that were sitting there and it was a little quicker but i dont think it did that much

On extensive dragstrip tests between two identically performing D16Z6 Civics (one EX coupe, one Si hatch) both cars with stock 14s and RE92s were dead even within tenths of each other. EX got a DC header and was significantly faster (front bumper of Si even with door of EX, .4mph faster). EX got 94 GSRs w/195/50-15 Nitto NT450 and consistently was beaten by the stock Si w/185/60-14 RE92 despite the EX having the DC header.
