will a 96-98 dash wiring harness work with a 99?

i have a dash harness for a 96-98 m/t civic. will this wire up without changing anything to a 99? someone on craigslist is looking for a 99 dash harness.

No, everything would need to be switched to 96-98, including the engine harness.

96-98 are obd2a 99-00 are obd2b so no
