Wierd metal wrap on the drums

Wierd metal wrap on the drums
ON the brake drums in the rear of my Civic there is a metal "tape" or wrap around the drum that is somewhat peeling. Anyone know what this is, what the point of it is ? Because im painting my rusted calipers and drums black so I want to know if i can take this off. Thanks

Its not metal. I believe its either the paint comming off and it looks like rust b/c of the wear and tear. I had this on my galant. Just use a steel brush and some elbow grease. Should be fine.
