Default wierd idle problem d16y7

so i swapped a d16y7 into my 95 civic and it runs great and has way more power than the old d15b7. But when sitting at an idle the rpm fluctuates from about 1000 to 1500 rpm. i cleaned the iacv thinking that it could of been the problem but it wasn't. i then realized that when i turn my headlights on or turn my heater on it stops so it has to be something with the wiring. I have no clue what to what is causing it. Anyone have any ideas to what it could be?

when the car is turned on and is idling the motor revs from 1000 rpm to 1500 rpm by its self over and over again. the only time it stops is when i am driving or when i turn my headlights on or heater on. it sounds kinda like it has a cam with a lopey idle
