Default wierd ECU problem with my b18b1 swap

Hey guys i have a b18b1 swap in my 95 coupe. I have this really odd problem and its killing me i cannot figure it out. Ok heres the deal. when i did the swap i had a pr4 ecu that i ran and it ran like ****, wayy to rich, surging idle, would die at stop signs etc. it ended up totally being the ECU i plugged in my P06 from the d15b7 and it worked perect, nice idle around 800-900 no stalling, ran a tad bit lean but i couldn't complain becuase of saving gas. Just sucked becusae i was getting cut out at like 6,200 rpm right where the LS makes it power.
Anyway skip ahead about ayear and i just picked up a P75 obd1 ECU from a 95 integra. Now its running better than the PR4 did but still not as well as that P06 ran it. Its running a big richer i can just tell because im not gettin as good of gas mileage i haven;t checked the plugs gotta do that tomorrow, BUT the GOD DAMN SURGING IDLE IS BACK. back when i had the PR4 i tried everything before switching ECU's also i cleaned the IACV whcih was in good shape, cleaned the TB, everything. why is the ecu thats meant for the motor not running it properly? i really enjoy the added 500 rpm or so the car seems to pull harder too but the idle is pissing me off. its only at a cold start, it revs around 1,400-2,000 and just goes up and down annoying as hell. When its fully warm it usually is a little high when i come to a stop, but if i just touch the gas it does down to 800-900 and stays constant. Im expletiveing puzzled though and its pissing me off. i really hope someone can help me, did i just end up getting another bad ECU? and why is my gas mileage sucking? i did a full tune up last year when i put the motor in. Im getting about 300 miles to tank with this ecu, got around 350 with the old one.
