Default Why is the 91-95 civic vti faster then 95-01 civic vti when it weighs more?

Could anyone explain me why the 91-95 civic vti is faster then the 95-01 civic vti?
They have the same amount of HP and the newer one is lighter?? Also the fuel consumption is alot bigger with the newer one..
Is this right or is my data wrong?
This data is in dutch beacause I am , also i couldn't find english data.

92-95 vti is lighter than the new one

0-60 mile = 8 seconds ( 95-01 )

0-60 mile = 7 / 7.3 ( 91-95 )

am i wrong ?

Well in "my" theory. There is a difference in the ODBD's like ODB1 and OBD2. Its just like a hot rod the less computer stuff like the O2 sensors the better HP gains, because u have less emissions controling the car.

That is a nice theory.. Then I am interested in the HP and torque diagram wich shows what amount of power is available at all RPM.
Because the two engines have exactly the same amount of torque and HP at the same RPM.
Someone post?
