Whining/Whistling From under the hood?!

Whining/Whistling From under the hood?!
Hey guys,
I've recently noticed a god-awful noise coming from under my hood when I first start my car. It is a combination of a whining and whistling noise. The noise happens only when the car is first started and once it is warmed up the noise will come back when I get around 2,700 rpm then go away shortly after I shift. The only 2 things that have changed since this has happened were the installation of a cold air intake and this awful cold weather (single digits here in Cincinnati).
any ideas?

Yea, I've grown used to that noise, but this noise is obtrusive...kind of sounds like a belt but with some more air sounds to it...I am lost.

Every winter when it gets this cold (It was -8 yesterday) my engine tries it's best to scare the **** out of me. A high-pitched grinding/scraping sound that goes away once the car warms up. Hopefully this year will the same as the last 10 years, and magically heal itself with warmer weather.
