If they were my rims, I would just get a can of black wheel paint from any automotive store and paint them that way. In order to powdercoat, the tires have to be taken off and then it's usually two weeks or more before you get your rims back. Spray paint only takes about four hours and that includes all your prep and drying time. All you have to do is tape off the tires, and spray your rims. However, if you have your heart set on powdercoating, it can run anywhere between $10-$30 per rim and you'll need to do all 4 at once cuz most places have a minimum price of around $30-$50 just for the oven. As for where it can be done, the yellow pages are your best friend.

p.s. I had my rims powdercoated and i now wish i had just spray painted them. paint thinner will get paint off, but it takes a chisel to get powdercoating off. and powdercoat chips just as much as paint does.
