You're correct. It goes on the crankshaft, right before you put the woodruff key and pulley on, faced so the lip on the edge is going away from the timing belt. It keeps the timing belt from wandering/sliding off the gear and getting sliced up. You definitely don't want to forget to put that on.

anyone have a picture. so it go's right after the oil pump before u put the timing belt gear on because the timing belt gear is set up so it doesnt wonder off to the pulley unless i have the gear flipped around...

so on the oil pump correct. if i put it on the right side as shown in the pic above its not gonna do anything because the gears get high before the pulley so that right there stops the belt but i see it going against the oil pump before u slide the gear on. if thats the correct way than thanks makes sense
