When taking the distributor cap off how do you set timing to TDC

When taking the distributor cap off how do you set timing to TDC
There is an allen wrench nut that takes of the thing that spins is there a way to postion it from there at TDC.
I have the timing belt to TDC according to the timing marks yet it runs a lil ruff on starting.
