Whats wrong with my car?
When I start it, it will have a sort of rough idle and with throw a CEL... The first time it happened i added coolant (i was out) and then reset the ecu. The CEL went away for a few days and then came back... I then again reset the ecu and it went away.. I don't know how to check the CEL code but I am almost pretty sure its the O2 sensor which I am not happy about replacing because I don't know if its the top or bottom one...
P.S. my car is a stock 97 civic hb...

if it's your O2 sensors try asking your dealership if the warranty is still valid. I replaced mine (97 dx) at 98K free of charge.

You need to first get the codes from the ECu before you go any further.
Throwing parts at problems is a waste of time and money.
P.S:
o2 sensors rarely make a car idle like ****.

Note: Although this model will flash codes on the Malfunction Indicator Light a Scantool is the preferred method for diagnosis. Honda service manuals for this model do not explain how to read the flashout, nor does it specifically address diagnosis via the MIL. Consequently, if you are able to read a code with the MIL the manual still does not address which specific diagnostic chart to use (i.e. flash code 63 has three different diagnostic charts assigned to it.) See: Trouble Code Descriptions
When the MIL has not come on , but there is a driveability problem, refer to the Symptom Chart.
See: Diagnosis By Symptom
DTCs will be indicated by the blinking of the Malfunction Indicator Lamp (MIL) with the SCS service connector connected.
Connect the SCS service connector to Service Check Connector as shown. (The 2P Service Check Connector is located under the dash on the passenger's side of the vehicle.) Turn the ignition switch ON (II).
