Autozone. I bought mine for like 8 bucks or something.
EDIT: Er, just realized you were in Germany.. not sure if they have Autozones in Germany
But here's a link to an eBay auction, and it says they ship worldwide. Check it out, although it is more expensive than the one I bought @ Autozone.

It's a tilting license plate mounting bracket. There is no special name or brand.
There's a seller in the MarketPlace though. Check there.
