A b16 doesn't have that high of compression...
You can boost a stock b16, just tune conservatively and use 93 octane. Tons of people boost stock b16s without problems.
Oh, and the absolute cheapest way to get horsepower is nitrous. It's hands down the most bang for buck power adder.
I personally wouldn't go that route though, go with a nice turbo kit like PeakBoost and you will be much more happy in the end!! Boost is better!

get a crotch rocket - def fast and cheep for how fast they go j/p
Seriously turbo would prob be the cheepest for the most HP gain. Nitrous is cheep for the power you get but its only a boost when you want/need it.

you are not going to get a proper turbo setup for 1000 by the time its done.
so for 1000, i'd get an intake and nitrous, and if you already have an intake, then exhaust and nitrous.

Re: (EGmikeH22)
Ebay intake, then get your nitrous, and if you have money left over you can use that towards exhaust. That is what I would do if that was my goal.

torque = b20
you could prolly buy the block for 500$ and re-use your b16 head and tranny

Turbo it, you can do it with a 1000 invested in used parts. http://www.homemadeturbo.com/forum/
You could go nitrous for half the price but you wont be fast all the time.

torque = K24
but yea I know he is workin w/ B-series. B20 is pretty much the only B w/ any torque, relativly speaking.
