A lot of people steer toward function and form type 1's for a budget complete coil over system, which in many people's opinions beats parting together springs/shocks. I've heard nothing but good things, and I believe you could get the Type 2's for around that price if you have an in with someone who can order them. I'm trying to get some type 2's asap!

Koni Yellows / Ground Controls.
I know, a lot of people have good luck with the cheap full coilovers, but I've also seen some horror stories. For my money, I'd personally rather go with something that's just as adjustable as full coils, and with proven quality.
Konis have a lifetime warranty. Ground Controls use Eibach springs, which also have a lifetime warranty. I've seen Koni warranty shocks that were 10+ years old, had the paint scraped off, and had been in a wreck. You won't get that kind of customer service from Omni, KSport, or F&F.
That said, from what I've seen, the F&Fs are probably the best of the cheap full coilovers, and the type 2s look to be quality. If I wanted full coils, they're what I'd get. But then, if I wanted full coils, I'd get Konis/GCs instead.

Koni's and Ground Controls are good. You could also use Tokico Illumina's in place of the Koni's.
Also Tein Basics just had a price drop to within your budget. Here's an example.

I have Type 1s on my daily. Theyre nice and they should be very good for auto-x next season but for daily its a bit stiff. I really like them but it is 10k 6k overall. The type 2s are 12k and 8k so I'm not sure if you would love those. My buddy has them and if you put it to soft Im sure it becomes nice for the street. For pure street use you should look into ground control/koni with the right spring rates.
