Well, if you want to lower for looks...just don't.
If you want to lower for performance you really really should get new shocks with them.
If you want better handling, and you're only going to buy one of the two things, get some good shocks.
If you get springs that are too stiff for your stock shocks to handle, your handling will suck, and you'll blow your shocks eventually, and you'll have to buy some anyway.
If you get good shocks, they'll probably be adjustable, and so you might be a little overdamped at times, but that's better than a bouncy ride with shitty handling and blown shocks.

Well I've still got my stock shocks on some Ground Control coilovers with rates of 500/600. Still holding up really well, I'm surprised- not that I want to keep it that way, I was just budgeted at the time. Get some shocks at the same time.

I'd buy springs and shocks at the same time. You'll have to have them off to get just springs, so why not do both?
Stock shocks suck with upgraded springs. The ride will be worse, and the shocks will wear out faster, and you'll have to change them again.
Just buy some performance gas shocks, like KYB or Tokico. They won't break the bank and will work a lot better.

You might want to check out the h&r oe sports. I believe they drop no more than .5 inch and work great with stock shocks. Their website is down right now though.

I have had the Eibach Pro-Kit springs on the stock shocks for approximately a year and a half now. I think that the shocks are still fine, but I am going to replace them anyway with TOKICO Illumina in a few weeks. How much do you want to lower your car? If you want to lower it no more than 1.5 inches, then get new springs now (I suggest the Eibach Pro-Kit) and new shocks later, when you have the money. If you want to lower it more than 1.5 inches, then get new shocks now and new springs later. You can also wait until you have enough money to buy both at the same time.
