There is no "part" .... it's just the holes in the knee bolster panel that the switches pop into.
You need to replace that, then you need to replace your knee bolster panel.

Does the OP mean the Lid Covers?
If the OP is referring to the Lid Covers for (From Left to Right) the Power Moonroof, Power Mirror, and Foglight Switches (I'm only assuming so, since 3 arrows were drawn)...
Power Moonroof Switch Lid Cover *AND/OR* Foglight Switch Lid Cover (That red LED in the picture is in the Foglight Switch's spot):
77307-S04-000ZA LID, SWITCH (LOWER) (EXCEL CHARCOAL)
77307-S04-000ZB LID, SWITCH (LOWER) (CLASSY GRAY)
90666-SD4-003 CLIP, SNAP FITTING [I think you'll need 2 of these per Cover]
Power Mirror Switch Lid Cover:
35190-S04-N00ZA - LID ASSY., REMOTE CONTROL MIRROR (CLASSY GRAY)
35190-S04-N00ZB - LID ASSY., REMOTE CONTROL MIRROR (EXCEL CHARCOAL)
** note "...ZA" denotes Classy Gray for this item on the slhonda website **
But if the OP is referring to the area in general, the Helm Manual calls it the "Driver's Dashboard Lower Cover", and is quite a big piece of plastic (like Eran said)...
