I say 15's.
16's is about as high as I'll go, 17's+ are queer unless it's a car that's more of a "bling" factor than power type.
16's just look too big on a Civic .
I run 16's on my GTI but its a lot larger of a car, they fit fine, on civics they look too big, 15's are fine....or you can always stay w/ the 14" steelies like me b/c 400 dollars for no power gains is useless to me .

I had 17" Rims on my BMW 325i... looks good on a vehicle of that size:

On my Civic a 16" rim scales about the same to my eyes... a good 15" rim would like nice as well. I wouldn't put a 17" rim on my civic... the tire would be way too skinny.
