B18C is JDM, it could be the Japanese equivalent of our Integra Type R (C5), or the GSR (C1) - yes, the code is the same for both.
Obviously a Type R B18C will have morepower than a GSR B18C, as a USDM B18C5 has more power than a B18C1.
Now when it comes to USDM vs JDM motors - the JDM motors usually sport about 10 more brake horsepower, due to slightly higher compression ratios.
So if you're talking about the JDM "Type R" B18C vs B18C5 - it's the B18C, though if you're referring to the GSR B18C vs B18C5, then it's the B18C5.
In Japan, B18C came in two flavors:
B18C = B18C5 (USDM)
B18C = B18C1 (USDM)
Because there's no numbers at the end of JDM engine codes, so I'm not entirely sure which engine you're talking about when you say "B18C"
Though between what's above and the link sicones posted, you should be able to figure it out.
My info was assumed based on the fact that you're looking at GSR and ITR motors that you were looking for the one with the most power..."better" is subjective, but for which has the most power - look above, look at the link, also.
Also:
http://en.wikipedia.org/wiki/Honda_B_engine
This should help you on your quest for which is "better" - lots of info there.
The Honda stuff is checked pretty regularly - because there's so many pple online in the "tuning" game - but do remember:

Gah, I completely forgot cost..
Yeah, @ OP:
These are accurate figures - so keep those costs in mind when you're comparing the 180bhp of the GSR to the 200bhp of the ITR. Personally I don't think the ITR is enough bang for ur buck over a GSR swap, as the figures clearly show, you're paying 185%-204% the price of the GSR for 20 brake horsepower by going for the ITR instead of the GSR - not worth it in my opinion, but the ITR is a great autoX motor due to its heavy all motor ability.
