that is an O2 sensor. They might have relocated it so follow the exhaust and see if there is another one.
If not then yes that might be your code problem.

Yeah, I mean the guy I bought it from was some hick, and it is a 94 civic ex,
I mean, the wires were very clearly cut off, but what I don't understand is why?

yea, looks like they got into an accident.. cracked the original exhaust manifold and bought another one. either way there should be an o2 sensor. i've never seen that happen before.
