this leads me to 4 conclusions

1) you have never actually seen a ITR lip
2) you dont know that the 99-00 and the 96-98 bumpers are diffrent
3) you are blind and you get around by reading up forums in braile

but.. to the OP, like other knowledgable people on this board said, the lip you asked about (first picture) is the 96-98 ctr lip.

the other lip u posted is a terrible replica of 99-00 CTR/SI lips made to fit 96-98 fronts, which is pure gaaaaaaaahhhhhhhhhhhhhhbage
