I am lucky enough to have a second chance to restore/rebuild a Civic. After 8 years of building mine up to near completition, my new girlfriend gave me free reign to wrench on hers. The lessons I learned building mine up are being used to build hers.
The first thing(s) upgraded IMO should be suspension and brakes. Because you need to have control and the ability to stop quickly if you plan on going fast. With a sloppy handling car and mediocre brakes, you will be an accident waiting to happen.

sell it...then buy an integra...lol, just playin, well not really but i would swap out the motor. it really depends on you man. you can do watever you want. its your ride buddy.

suspension first, no matter what bolt ons u put on yur not guna make a **** load of power, security, then boost

If you're looking for power, your current engine isn't worth the cost to modify for power you already get from a B-series.
If you're broke and crave more power, start with an LS or GSR swap. You can get one for far less the cost of modifying the D-series to make the same power. The sound those engines make with after market racing exhaust is an audibly laughable and embarrassing scene. Don't be that guy.

interior before exterior. (ie. engine upgrade before carbon cup holders, unless your going for WIRE TUCK!!! win)

We can't read your mind, your gonna have to tell us what you want outta your car before everyone goes suggesting suspension, brakes, tire/rim, engine upgrades, exhaust etc...

^^^^ yeah i agree get a alarm system and then go from there, but man it really depends on you and what you want to do but if it was me i would do some motor work but thats just me, good luck man and happy buliding

Good tires, upgraded brakes, suspension, then turbo with a solid tune. Trust me, upgrading my brakes was the best money I've spent on a car.

Get a Clifford 210c so you can track your car if it gets stolen. THEN worry about your car in this order:
suspension (sticky tires, coilovers, camber kit front and rear, upper strut and lower tie bars, sway bars), brakes, then motor.

Change the oil and spark plugs. Pick up a switch and some 18 gauge wire and connectors (also crimp tool) while at auto parts store.
3.5 quarts of oil will cost $25 or less, a filter $5 to $15, switch $3 to $5, wire $3 to 5, connectors $3 to 5.
Use said wire to make a main relay kill switch. Have spent $50 to have a slightly-more-secure, maintained car.
Failing this, see the car being stolen and driven 100 feet as it throws a rod due to under-lubrication.
