He tested the wrong wire. The Blk/Yel wire should have battery voltage.

Did you voltage test fuse 9 exactly as described in my Fuses link? If so, what were the results?

You should be able to hear your main relay give an audible click right before you hear the fuel pump prime when you turn the key. You don't have to have the starter engage for this to happen, just turn to accessory. The main relay is by the glove box if memory serves. If it doesn't give an audible click that is a bad sign.

If both tabs of fuse 9 have battery voltage and the Blk/Yel wire in the distributor lacks voltage, then the Blk/Yel wire or Red wire is broken between those two points or the wire terminals lack contact in connectors (C120, C101, C419) between those two points.

No, a bad main relay would not prevent voltage from reaching the distributor.

I rarely say this, but you may need to hire a mechanic as I don't think you can follow simple instructions. For example, based on your responses, I'm still unsure whether you tested fuse 9 as I suggested.

i did i hooked the clip up to the metal under the dash like it said and then tested both points on the fuse and it lit up on both......my mechanic keeps telling me its the main relay...no one else here works on civics. I can provide a picture showing i tested the fuse. The first time i didnt read your link then i did and understood what to do.
