What can cause a high idle?

What can cause a high idle?
I did an h2b swap and my idle drops to about 1000rpms and stays there. The manual states 700rpms when warmed up and idling.
Things I already checked:
Make sure throttle cable is loose
Adjusted tps and checked it
Checked for any vacuum leaks (none)
Properly bleed my cooling system
Cleaned my IACV with brake cleaner
Tried adjusting idle screw with flathead
What could be the problem? any one know or have similar problems?

yeah mines stays at 1000 rpm warmed up.. it runs fine too and no problems but Im a perfectionist and I usually try and keep everything up to par with factory standards. lol

Look up FITV in search and you should find a write up on how to clean your FITV. yoou can also just adjust it.

I doubt the FITV will solve it. FITV problems usually cause a surging idle, not just a 1000RPM idle. I had to replace mine before due to a 2000-3000RPM surging idle. My minor 150-200RPM high idle remained even after replacing the FITV.

Really? My surging idle came from a bad IACV not FITV. It would make sense that a bad FITV can cause a IACV to freak out though. Anyways did you check your idle screw? adjusting the FITV, bad or not, can adjust your idle speed as well. You just have to turn the urethane screw thing in the middle. Check the write up it will tell you which way is up and which way is down.
