What is this bracket for?

What is the bracket in the middle of the picture for? Is it for child seats or?

brace for the tire well cover. DO NOT USE IT to secure a child seat.

Thanks for the answer. I was trying to figure out if I could cut it out per SCCA Street modified rules or not.
