Don't expletive with VTEC engagement points. You're obviously not a Honda engineer.

No one can tell you what the "best" engine is for you and your car. Here's a list of common engine swaps that can be done rather easily. I'll let you research them and pick the one that suits your goals, price range, etc.

Just so you know, that link is stickied at the top of the first page in this forum. Look through the 5 or so stickies that are there to find the answers to 80% of all your questions (seriously). Especially go through the FAQ thread, you'll be happy you did when you need to know something and it's all right there for you.
As for vtec engagement, don't screw around with it. Unless you have a moderately modified engine (no, intake and plug wires don't count) you'll only hurt performance.

Re: What are the best combinations for engines and how do u lower vtec points (2000 blk sir)
I have a B18B1 in a 92 civic. No vtec but that doesn't mean I don't know what I'm talking about. The engine itself is stock (intake and exhaust) because I only swapped it in about a month ago. I'm starting to piece together a turbo system for my car and its one of the main reasons I chose and LS motor. Basically I can easily make the power I'm looking for on it (so no reason to spend WAY more on a b18c/b16b), its cheap, and I can reach my desired power with boost on stock internals.
I can't really tell you what you should do. If it were me I'd most likely keep the b16 and boost that, but that's just me. If you're looking for something NA maybe a b18c1 would be a better option. Horsepower is the same but the extra torque will make driving it more fun. Also keep in mind the biggest reason I swapped my engine in the first place was because I had a d15b7, that was no fun. You already have a great engine...
