That's the CV Boot. Already torn in half, so you can do one of two things. Take the stock one apart and rebuild it yourself.

OR, get a new one (I suggest this). They're around ~$90 or so new. I'd suggest against remanufactured ones, since others have had bad luck with them. Get brand new ones. Got mine from Autozone, but I think Checker's/O'Reily's has them cheaper. NAPA is good, too. They all should have lifetime warrantees, so if this happens again, you get a new one for free.

to rebuild it yes, it comes with a boot, clamp and axel greese.

if you take the big nut off under the wheel (one with a cotter pin on it)

IIRC its a 32MM socket, and you dis connect the LCA (pickel fork or craftsman socket wrench trick) hit the axel end (where the big brass nut was, don't break your trans housing, break the axel you're trading it in anway) it should move out with little to no resistance, if it is stuck GENTLY pry with the pickle fork,

to rebuild it remove the outer housing, tke he outer boot rebuild kit you have ($20) remove the old one with boot clamps clean greese, repack bearings (if they did't fly off the freeway) and replace.

its more work than just getting a new one.

Do I need a new axle or just a new boot?

Just get a new axle. The cv joint has already been contaminated by dirt and grime already.

new boot for sure, but we're telling you a new axle is cheaper and easier.
