Weird speedometer problem

Weird speedometer problem
Alright, every time I slow down, whether in gear or out of gear, the speedometer needle "jumps" down every 2 ticks instead of decreasing smoothly. I dont know why this is. Maybe bad wiring? Maybe the sensors are messed up? Help? this is on an 03' civic ex manual

it might just be sticking
if it is a 2003 model it should be covered by warenty
also check the civic EP3 section
