weird idle??

weird idle??
i have a 95 civic coupe and on kinda cold days...when you start the car and let it sit...it idles weird...it stays at 2000 rpms and then go back and forth between 2000 and 2500 rpms...you guys know whats wrong??? or is this normal?

Does it hesitate?
Possible vacuum leak. Listen under the hood, can you hear a hissing sound?
Also, start car, and spray wd-40 on common leak points: injector O-rings, intake manifold gaskets, idle air control circuit and the throttle shaft.. If idle stumbles or changes.... you have an intake leak
Other than that, may be a bunch of things... Need more info. Descibe your symptoms better

try adjusting the fast idle screw in the throttle body , if it does not stop you probably have a vacyume leak , there are really common with the sohc's the 3/16ths vacume hosing sucks....
