Default Weird electrical/static/flapping bag sound from engine?

Hi, I have a 2000 civic ex, with 170k miles on it, and last week I started having some weird sounds coming from the engine bay. I changed my spark plugs from the NGK V-Power ones to the NGK G-Power (Platinum) and stock wires to NGK Premium (
Amazon.com: NGK (8034) HE76 Premium Spark Plug Wire Set: Automotive Amazon.com: NGK (8034) HE76 Premium Spark Plug Wire Set: Automotive
)
After I disconnected my batter, I changed the plugs & wires, and then plugged my battery back in and let it idle for 10 minutes, then I did a "spirited" drive. And now I have a new problem.
Around 4.5-5K rpm in 1st or 2nd gear it will make a weird static/electrical/ plastic bag flapping in strong winds, buzzing sound when im in that range, it will go away once a let off the gas. At 1st I couldnt get above 4k, but i checked my gap and reset it at .44, (it was a little less .40)
No CEL at all.
I did a tune up a couple months ago and didn't have that problem..
I took off my batter a couple times since then, and it still does that, even when the car is fully warmed up.
I have not put on my old wires and plugs, but just in case that not it, what could it be? Car is bone stock. Just has new dizzy cap, rotor (brass contacts) and fuel pump, pluss ignition coil which i fried when changing the rotor.
Thanks for any help you can think of,
Danny

UPDATE: I put my old plugs and wires back on, and it's still the same
I went to autozone and I had to buy a new battery, because they said it was bad, so I bought the Duralast GOLD, and I drove it down the street, the sound is still there.. Then I had them check my Alternator and they said it passed, along with the new battery and the old starter...
I don't know where to look now, the car kind of feels like its redlining ? around 4-5k, but i cant tell if its louder than before, never really drove it up that high, only when i bought it (9 months ago)
Thanks for the suggestions, I hope someone who has had this problem can chime in, thanks again.
Stumped,
Danny

Did you gap the plugs with a coin-type gapper, or did you use a wire type? Anything other than standard copper plugs should be gapped with the wire type, as the coin type will ruin the more delicate electrode of newer plugs.

I used a coin-type gapper. The tips looked fine to me, I thought it was only with Iridium you needed to be very careful with.
Update: Put the old plugs and wires back on, the sound is still there :/

Do you think this noise would be heard if you were to record a video of it? You did a good job describing it, don't get me wrong, but I feel like if I could actually hear it for myself I could help narrow it down for you.

arcing could definitely sound like plastic bag in the wind, not sure it'd be that loud on the roads though. check all the plug wires to make sure they're secured.

Could try advancing/retarding the distributor a bit to see if it helps also...

Ok, I'll try to do that later today, should i put the camera in the engine bay or in the car with me? Would it melt/screw up my camera if i put in in the engine bay?

My RPM's are 1500/cold and it drops down to 600-800 when warmed up..
All I have to do is back out some screws on the dizzy and move it forward or back correct?

That's correct. The 3 12mm bolts. It's nothing more than an educated guess of mine, But worth trying.

I wouldn't put the camera in the engine bay. If it'll pick up the sound from in the car with you that'd be great. If not, No big deal.

I wanted to clear this up, you ABSOLUTELY must be careful gapping Platinum tips, you can damage the tips easily.

I was careful, when gapping them i used the hole in the coin gapper and didn't press against the tip. I threw my old plugs and wires back on, and it still makes that sound. Would a bad Ignition Coil make my plugs and wires arch?
