Weird electrical hum comming from IACV

With ingition on, and motor not running, the IACV humms extremely loud. If I unplug the harness plug off of the IACV the hum stops. When I plug the harness plug back into the IACV you can hear a solinoid or valve type "CLICKING"
If I start up motor and it is cold, and then shut the motor off after a few seconds, the IACV wines even louder for about 2-3 seconds.
Also, for more info, my car will not idle if its cold, it starts and as soon as I touch the throttle, then let RPM's fall to idle it stalls out, but if I drive it for 2 mins, and engine is still NOT up to temp, it will idle fine, so its just for like the first few seconds.
Is this a wireing issue, bad ground etc, or whats up? Keep in mind engine and everything else have been working together just fine for about 2 yrs now.

No, not yet, seems kinda like an electrical problem to me based upon the hummming sounds. I was thinking ground or something.
But its friggen 0 degress out side all the time and I can't be out there too long to troubleshoot....BRRRRRR

i am having this same problem and haven't been able to find an answer to what it could be..
guy i bought the iacv from swears that it is good..
setup is a 90 b18a1 into a 92 CX
