Weak parking brake - '92 DX sedan (rear drums)

Default Weak parking brake - '92 DX sedan (rear drums)

I have a 1992 DX sedan with rear drum brakes and an extremely weak parking brake. It doesn't even come close to holding the car on the slightest incline...

I've replaced:
* shoes and hardware (O'reilly special)
* drums (O'reilly special)
* parking brake cables (Honda OEM)

Manually adjusted the star wheels out so the drums barely slid on. Started engine and pumped brakes numerous times to allow the automatic adjusters to finish the adjustment (I could hear the click on the star wheels being adjusted). Afterwards, parking brake handle raised 1 click and cables adjusted in so that there is slight drag on the rear wheels and locked with 6-8 clicks but no drag with the parking brake handle lowered (per Honda factory service manual). One note: the RH parking brake cable is being pulled by the handle further than the LH cable by about 5/8".

Even after all this the parking brake is still so weak it's useless. Is there something I'm missing? If I turn the star wheels out any more I won't be able to get the drums back on. I did not see an access point in the back plate to adjust the star wheels with the drums still installed.

Everything I've read says drum brakes make for better parking brakes but I have yet to experience that fact.
